The site is designed to be viewed with Microsoft Internet Explorer, version 5, or later, on a Microsoft Windows platform with a screen resolution of 800 by 600 pixels.

The site uses HTML tables, borderless frames, "Cascading Style Sheets" (CSS) and JavaScript. Browsers are grouped, across three generations, in order of their support for Web technologies.

The first grouping contains the browsers that support advanced Dynamic HTML (DHTML) together with tables and borderless frames. This group consists of the browsers Microsoft Internet Explorer (Windows only) and Netscape (Windows or Macintosh), version 4.0 or later.

The second grouping contains the browsers that support tables, borderless frames and JavaScript but with limited DHTML capabilities. This group is limited to the browsers Microsoft Internet Explorer version 3.0, Netscape version 3.0 and Opera version 3.5 or later. (Internet Explorer 3.0 does not support the JavaScript image object.)

The third grouping contains the "no-frames" browsers that support the HTML specification for table formatting. Netscape 2.0 is included in this group because it does not support borderless frames.

The site maintains cross browser DHTML functionality for the group one browsers and graceful backward compatibility across the group two browsers.

The group three browsers are not supported. It is possible to view the site with any browser that supports table formatting. The frameset is, however, lost and pages must be viewed in isolation without the navigation frame.
